Biography

Council President Joyce Watterman attended Somerset Christian College with a Bachelor of Arts Degree in Organizational Leadership and Associate of Arts in Biblical Studies, and then went on to graduate with her Master of Arts in Organizational Leadership from Pillar College. Joyce is the founder of the H.O.P.E summer program for children which presents a safe, caring and educational environment. She is the founder of Women Working Together for change; a program which empowers women physically, emotionally, economically and politically. Joyce has been a volunteer Chaplin for over 30 years at Eastern State Prison and 8 years at Clinton State Prison. Joyce and her husband are the founders and Pastors of Continuous Flow Christian Center, where they bring life-changing words of strength for today and hope for tomorrow.

Joyce is the Council President for the City of Jersey City. She serves as a Planning Commissioner, Chairs the Disabled Parking committee, serves as a member of the Affordable Housing Trust Funds, the Budget Committee, The Jackson Hill Main Street SID, Dissolution of Parking Authority, Chairs the Street Naming and Re-naming committee, Chaplin for the Hudson County Sheriff’s Department, member of NAACP, Licensed Realtor, Co-Chairperson of Diversity and Inclusion Advisory Board, and former President of the Women Political Caucus of Hudson County.

Joyce has received several awards for her dedication to service. Joyce can be seen giving motivational lectures. Joyce lives by the motto, “I’m here to help you become a better you.”

CITY COUNCIL – First African-American Woman Council President for the City of Jersey City

The City Council in Jersey City consists of nine members: one council member for each of the City’s six wards, plus three at-large council members who represent the entire City.  Every two years, the members of the City Council vote among themselves to select one member to serve as the City Council President.

Company began business in 1967 and went public on the New York Stock Exchange in 1986. Toll

Brothers serves first-time, move-up, empty-nester, active-adult and second-home buyers, as well as

renters, in suburban and urban markets in 24 states across the U.S. and Washington, D.C. In 2023,

Fortune magazine named Toll Brothers the World’s Most Admired Homebuilder, the eighth year it has

Fred Cooper joined Toll Brothers in 1993 to establish its Finance and Investor Relations Departments. As

the firm’s in-house investment bank, the team he leads is responsible for Toll’s capital markets and

investor relations activities, its ESG and financial planning initiatives, and its partnering relationships

with major U.S. and international financial and development institutions. Since formation, the group has

raised over $25 billion from U.S., European and Asian banks, the public capital markets, and U.S. and

International institutional partners. In addition to capital raising, they advise on complex project

structuring, joint ventures, corporate mergers and acquisitions and major property acquisitions.

 

Fred has been financial point for Toll’s expansion into the urban high-rise condo business through Toll

Brothers City Living, which has grown into an operation of over 45 buildings and 5,500 units, primarily in

the metro-NYC area.  He also has been financial point for Toll’s expansion into the rental apartment

business through Toll Brothers Apartment Living (TBAL), which has grown to become the 11 th largest

apartment developer in the U.S. and now controls $3 billion in assets in a pipeline of completed and in-

development projects totaling over 20,000 units. He also has overseen Toll Brothers’ development of

international relationships in Europe, Asia, Latin America, and the Middle East.

 

From 1989 to 1993, Fred was Director of Corporate Finance and Planning at DKM Properties Corp., the

real estate arm of a Forbes Private 50 company and of the nation’s largest private companies. From

1984 to 1989, he was Senior Vice President and a member of the Executive Committee of the NYC

Financial Services Corporation, (now NYC Economic Development Corporation.), New York City’s

economic development bank. From 1980 to 1983 he worked in community-based affordable housing

and economic development in the South Bronx and Brooklyn, New York.

 

He holds an A.B. from Brown University and a Master of Public Policy in finance and international

development from Harvard University’s Kennedy School of Government.

Rob Naso is the Managing Director and Co-Head of US Asset Management for BGO. In this role, Rob is responsible for working with the investment and asset management teams on the business plan execution activities of both the value-add portfolio and on the core office portfolio. Rob has 25 years of institutional real estate experience throughout the United States, including a 13-year period based in Asia. Rob’s broad experience has covered acquisitions/dispositions, asset management, capital markets and investor relations while managing both hard assets and entity level investments. Rob’s property type exposure has also been diverse and has included CBD/suburban office, existing/ground-up development, multi-family, retail, serviced apartments, hotels, land development, residential-for-sale, worker dormitory and industrial/logistics as well.


Rob’s past responsibilities have included both equity and mezzanine lending asset management oversight. Rob’s previous work experience includes his role as Founder & Managing Director at Green Bridge Asia Capital in 2012 and Morgan Stanley Real Estate Investing (MSREI) in 2002 where he was also Head of Asset Management for Asia Pacific. Prior to that, Rob spent 10 years with Prudential Real Estate Investors (PREI) involved in both asset and portfolio management. Rob graduated with a B.S. Accounting from the University of Scranton and has an MBA from New York University.

Steven Michael Fulop is the 49th and current Mayor of Jersey City, New Jersey – named the most diverse city in the nation and the soon-to-be largest city in New Jersey.

Since Mayor Fulop took office in 2013, Jersey City residents have seen four consecutive years of stable taxes and four consecutive credit rating upgrades. Meanwhile, more than 300 new police officers have been hired, nearly 1,500 units of affordable housing built or approved, recreation expanded with nearly 30 new programs, and more than $6 million invested in parks and open space.

During his time in office, Mayor Fulop has shown what smart, progressive leadership can accomplish – and opened a new chapter for Jersey City.

Under his leadership, Jersey City became the first city in the state – and the 6th city in the country – to ensure paid sick leave. Mayor Fulop has pioneered new ideas for helping prisoners re-enter society; he’s passed legislation to protect small businesses and encouraged more to open shop; made Jersey City one of the greenest cities in the nation. He’s undertaken sweeping public safety reform, with the JCPD now seen as a model for diversity around the nation. And Mayor Fulop has led the city to record economic development that’s benefited families of all income levels. All without raising taxes.

Mayor Fulop is a first-generation American, a lifelong New Jerseyan, a Marine, and a triathlete. He grew up in a Jewish family in Edison, New Jersey, the son of Romanian immigrants. His mother was the daughter of Holocaust survivors and worked in an immigration services office helping others gain citizenship. His father owned a delicatessen nearby in Newark, where Mayor Fulop worked behind the counter as a teenager.

Mayor Fulop graduated from Binghamton University in 1999 and spent time abroad studying at Oxford University in the UK. After college, he joined Goldman Sachs, the investment banking firm, working in Chicago and later in Manhattan and Jersey City. On the morning of September 11, 2001, Mayor Fulop was working in lower Manhattan when he saw the first plane strike the Twin Towers. A few weeks later, he decided to put his career at Goldman Sachs on hold and join the United States Marine Corps.

Mayor Fulop’s Reserve Unit deployed to Iraq in January 2003. There, he served as part of the 6th Engineer Support Battalion. He traveled into Baghdad during the early weeks of the war. In 2006, Mayor Fulop completed his service to the Marine Corps Reserve with the rank of Corporal.

In 2005, Mayor Fulop was first elected to public office as the councilman representing downtown Jersey City. He served as a councilman for eight years before becoming Mayor.

Mayor Fulop is an avid runner and triathlete. He ran the NYC Marathon in 2012, raising money for the Hudson County Child Abuse Prevention Center. He also competed in the Ironman Championship in NYC that year to raise money for veterans.

The Mayor’s Office is the Executive Branch of local government.  With about a dozen employees led by the Chief of Staff, the Mayor’s office coordinates with each department and agency across the city, as well as works with the city council and confers with residents, local businesses and other key stakeholders to set forth various policy, laws and regulations to move the city forward.

Jon Moore is President of Urby Investments, a partnership between real estate entrepreneur David Barry and Brookfield. Urby, which creates extraordinary places with community and culture, has a growing national portfolio of eleven properties totaling 7,750 units.

Jon joined Urby in January 2022 after more than a decade at Brookfield. While at Brookfield, Jon was been involved in a range of business formations and transactions including growing Brookfield’s multifamily and mixed-use development businesses, as well as transactions including Brookfield’s investment in Fairfield Residential, privatizations of publicly traded REITs Associated Estates and Forest City, Manhattan Urban Portfolio, Greenpoint Landing, Airbnb-powered Niido, Urby, and others. He has served on the investment committee and board of directors of Fairfield Residential, one of the largest US multifamily companies.  Jon has more than twenty-five years of real estate and corporate finance experience including being a partner in a private multifamily company and two large financial institutions where he did corporate finance and mergers and acquisitions.

Jon holds has an MBA in finance from the Fordham’s Gabelli School of Business and a bachelor’s degree from Muhlenberg College. He is a member of Urban Land Institute’s Urban Development and Mixed-Use Council, National Multi Housing Council and was previously on the Board of Advisors for NYU’s Furman Center for Housing.

Hudson Exchange West -430 Marin Blvd

Hudson Exchange West Phase I has surpassed 20 of its 35 stories. It is a 421 unit, 20% affordable, 35-story residential tower with 10,000 sf. of retail space, an accessory parking garage, public open space, and new street improvements surrounding the block. Phase One will create approximately 350 full-time construction jobs and over 15 full-time direct jobs. It is the first 80/20 project in Jersey City in three decades.

Mr. Marshall is a co-founder and Managing Partner of (“BRP”) Companies, a vertically integrated owner, operator, developer and manager of transit-oriented, mixed-use, multifamily properties in the NY Tri-State area. With over 50 employees and a track record of $1.7 billion of completed real estate projects, the firm has an additional $1.3 billion in transactions currently under
development. Mr. Marshall is responsible for executing BRP’s investment strategy including deal origination, acquisition, finance and development. He has also led the firm’s strategic partnership initiatives such as the firm’s decade long partnership with Goldman Sachs Urban Investment Group and BRP’s active relationships with all of the New York City Agencies.

Prior to co-founding BRP, Mr. Marshall was a Managing Director at Musa Capital Advisors, an emerging markets private equity and financial advisory firm based in New York City. Musa Capital managed a Separate Account for Kingdom Holding Africa, HRH’s Prince Alwaleed Bin Talal’s Investment vehicle for Sub-Saharan Africa. At Musa Capital, Mr. Marshall was instrumental in executing cross-border transactions including the $37 million development of a mixed-use office complex and mall in Harare, Zimbabwe. Mr. Marshall also led successful investments in the Telecommunications and Financial Services sectors. Prior to Musa Capital Advisors, Mr. Marshall was a Senior Associate at Wasserstein Perella & Co., an investment banking firm based in New York City. While at Wasserstein, Mr. Marshall was an integral member of the firm’s Telecommunications and Media, Mergers and Acquisitions practice, where he assisted in transactions exceeding $15 billion.

Mr. Marshall is a Founding Member of the Council of Urban Professionals (“CUP”), and is a Member of the Executive Board of the New York State Affordable Housing Association (“NYSAFAH”). Mr. Marshall also proudly serves on the Boards of Enterprise NYC Advisory Board and Citizens Housing and Planning Council since 2018, and is a Trustee of Xavier University of Louisiana.

Mr. Marshall holds a Bachelor of Science degree in Electrical Engineering from Boston University and a Master of Business Administration in Finance and International Business from Columbia Business School.

BAYFRONT

PROJECT PROFILE

Jersey City is moving forward with development of its west side, along the Hackensack River. The project is one of the largest redevelopment projects and includes 95 acres of land that has been remediated and is controlled by the City.

Government Leaders have considered multiple options for “Bayfront”, which is located adjacent to Society Hill on Route 440.

Up to 8,000 residential units are proposed with Mayor Fulop supporting affordable housing that will be located on site. The Mayor has recently expressed this desire about Bayfront: “Preserving and increasing the amount of affordable housing throughout the city is a major priority, as our community continues to grow.”

Jose is a Senior Managing Director in the New Jersey office of JLL Capital Markets, Americas. He joins JLL as part of the HFF acquisition and is a member of the firm’s leadership committee. Jose specializes in investment advisory throughout New Jersey, New York and Connecticut and also oversees the day-to-day operations of the firm’s New Jersey office. During the course of his more than 25-year commercial real estate career, he’s been involved in more than $28 billion of office, industrial, retail, multifamily and land sales.

 

Jose started at HFF in March 2010. Before that, he was the Executive Director of Cushman & Wakefield’s New York area investment sales group where he spent more than 17 years. He began his real estate career as an Analyst at PaineWebber, UBS, Inc.

Eyal Shuster is the founder and president of The Shuster Group, an affiliated group of companies that construct, develop, manage, and invest in commercial multifamily and mixed-use real estate. After completing his service in the Israeli Army reaching the rank of Lieutenant, Eyal began his career as a crane operator, working his way up through different trades, gaining experience in all related fields of the construction business. Eyal graduated from MALTAB (the Institute for Technology of Construction in Israel) as a certified project manager and General Contractor. In 1998 he moved to the United States to study Finance at Rutgers University. While completing his coursework, Eyal worked for a local developer until forming Shuster Management LLC in 2001. In 2002, soon after graduating with High Honors, Eyal continued to grow his construction business and started to utilize his expertise and capital toward his own development projects.

Today, The Shuster Group manages a portfolio of over 700 units, has been directly involved in over 50 real estate projects in New York City and Northern New Jersey, and has the track record, resources and the capabilities to handle all aspects of multifamily and mixed-use real estate investment and development, from ground-up construction, conversion and renovation, to property management and disposition.

Melanie R. Walter is the Executive Director of the New Jersey Housing and Mortgage Finance Agency, a statewide and national leader in providing and advocating for affordable housing and homeownership.

 

Before joining NJHMFA in January 2021, Walter served as Department of Community Affairs (DCA) Director of the Division of Local Government Services (DLGS) and as Deputy Attorney General. She has been an advocate for governmental transformation and advancement, particularly in areas of government finance, collaborative outreach, and data driven programming. Ms. Walter, a New Jersey native, earned her Juris Doctor and her Masters of Public Policy from the College of William and Mary, and her bachelor’s degree in economics from the University of Mary Washington. She is a member of the New Jersey and Virginia bars.

Abe Naparstek

Abe Naparstek is the Chief Operating Officer of G&S Investors. In that capacity, Abe helps to manage the real estate and solar investments across their portfolio. The real estate
development group is currently in approvals and design for an 800-unit mixed use development project in Jersey City, NJ. The solar company is a fully integrated solar developer that has
executed over $500 million of projects on the east coast.

Prior to G&S, Abe Naparstek was an Executive Vice President, managing new development activities in Boston, New York, and Washington D.C. for Brookfield Properties. In that capacity Abe managed a team of developers responsible for a pipeline of over $10 billion of mixed-use development. These projects are principally in New York City, Jersey City, Philadelphia, and the Washington D.C. metro area. Prior to this position, Abe was a Senior Vice President at Forest City Enterprises, where he started in 2004. Prior to Forest City, Abe was the Assistant County Manager of Allegheny County in Pennsylvania. In that capacity, he worked on a number of policy initiatives for the County with a primary focus and responsibility in economic development and government relations. Abe was the primary interface with the County’s eight regional government entities and helped implement Tax Increment Funding packages for development projects that totaled over $250 million. Abe also represented the County Executive at County Council and with the state and federal legislative delegations. Abe is on the board of directors of Neighbors Together, a social service non-profit in central Brooklyn. Neighbors Together is committed to ending hunger and poverty in Ocean Hill, Brownsville and Bedford-Stuyvesant, three of the lowest-income areas in New York City.

He received his Bachelor of Arts degree from the University of Rochester and received a Master’s Degree in Public Policy from Carnegie Mellon University. He is a proud Clevelander who currently resides Carroll Gardens, Brooklyn with his wife Anne and two children.

Nevins McCann has been at the frontline of New Jersey’s legal and political landscape for many years. He also completed the development of a world-class golf course, the Liberty National Golf Club, on the Hudson River in Jersey City.

As an offshoot of his real estate practice, Nevins represents clients before federal, state and local agencies on a broad spectrum of projects, including those affected by wetlands, meadowlands and waterfront development, as well as subject to CAFRA and other regulations. Redevelopers of brownfields and other blighted properties frequently seek his counsel, particularly tax abatement advice. Nevins also assists developers in registering projects with the New Jersey Division of Community Affairs and the NJ Real Estate Commission (NJREC). He was one of the first lawyers to file a fractional/time share plan with the NJREC under the Timeshare Act.

Paul Hoffman, the President and CEO of Liberty Science Center, is leading a transformative era at LSC. Of all established museums in the United States, LSC has grown the fastest, with total attendance skyrocketing 65% in five years to over 750,000 visitors annually. Mr. Hoffman is also the driving force behind SciTech Scity, LSC’s partnership with Jersey City to create a 30-acre campus to launch and grow dozens of world-changing science and technology start-up companies and reimagine K-12 science education.

As a journalist and biographer, Hoffman’s extensive body of work explores the relationship between genius, madness, obsession and creativity. He is the author of 11 books, most recently a memoir about the world of championship chess, King’s Gambit: A Son, a Father, and the World’s Most Dangerous Game. His previous book, Wings of Madness: Alberto Santos-Dumont and the Invention of Flight, was a finalist for The Los Angeles Times Book Prize and was the basis of a television documentary for Nova. Mr. Hoffman’s first biography, The Man Who Loved Only Numbers: The Story of Paul Erdös and the Search for Mathematical Truth, was an international bestseller; published in 16 languages, it received the Rhone-Poulenc prize for best science book of the year. Hoffman has been a top media executive. He was the long-time president and editor in chief of Discover magazine, the president and publisher of Encyclopedia Britannica, and, most recently, the editorial chairman of the video-interview website BigThink.

He is a noted expert on the public understanding of science, and has advised NASA, the National Science Foundation, the National Academy of Engineering, the American Association for the Advancement of Science, and the Institute of Electrical and Electronics Engineers. David Wolfe focuses his practice on representing taxpayers in significant real estate tax matters. He also represents corporate and individual clients in complex civil litigation. As Associate Director of Planning Services, much of Charles’ work at Dresdner Robin is focused on the key components of land use and environmental planning. He places a strong emphasis on development feasibility, redevelopment, environmental and fiscal impact analysis, and sustainability. His skillset includes development feasibility, community engagement, environmental/fiscal impact analysis, and population/planning/variance studies. Because of his wide base of experience in residential, commercial, mixed-use, industrial, and institutional projects, Charles demonstrates a facility with effective project management. William Rosato has 30 years of experience as an architect developer in planning, designing, and building residential and mixed-use developments. During his tenure with Alpine, and previously with the real estate firms of Lennar, Tarragon Corporation, and Lincoln Property Company, Bill has successfully completed developments throughout the eastern US exceeding $1 billion.

 

Before forming Alpine, Bill held the positions of President of Tarragon Development Corporation, Vice President of Development for Lennar Multifamily Communities, and Vice President for Lincoln Property Company.

 

Prior to his work as a developer, Bill worked in the New York offices of Bovis Lend Lease and Skidmore Owings and Merrill, as a construction manager and architect.

 

Bill received his BA and Master of Architecture degrees from the University of Pennsylvania. He is a licensed architect in the states of New York and New Jersey, and a member of the American Institute of Architects.
