About Mayor FulopSteven Michael Fulop was elected the 49th Mayor of Jersey City, New Jersey. During his time as Mayor, Steve has shown what smart, progressive leadership can accomplish – and opened a new chapter for Jersey City. Under his leadership, Jersey City became the first city in the state – and the 6th city in the country – to ensure paid sick leave. Steve has pioneered new ideas for helping prisoners re-enter society; he’s passed legislation to protect small businesses; encouraged more to open shop; made Jersey City one of the greenest towns in the nation. He’s undertaken sweeping public safety reform; the JCPD is now seen as a model for diversity around the nation. And he’s led the city to record economic development that’s benefited families of all income levels. All without raising taxes. Steve is a first-generation American, a lifelong New Jerseyan, a Marine, and a triathlete. He grew up in a Jewish family in Edison, New Jersey, the son of Romanian immigrants. His mother was the daughter of Holocaust survivors and worked in an immigration services office helping others gain citizenship. His father owned a delicatessen nearby in Newark, where Steve worked behind the counter as a teenager. Steve graduated from Binghamton University in 1999 and spent time abroad studying at Oxford University in the UK. After college, he joined Goldman Sachs, the investment banking firm, working in Chicago and later in Manhattan and Jersey City. Steve’s Reserve Unit deployed to Iraq in January 2003. There, Steve served as part of the 6th Engineer Support Battalion. He traveled into Baghdad during the early weeks of the war. In 2006, Steve completed his service to the Marine Corps Reserve with the rank of Corporal. After his service in Iraq, Steve returned to Goldman Sachs, leaving in early 2006 to take a position at Sanford C. Bernstein & Co. That year, he also completed both his Masters in Business Administration at the New York University Stern School of Business and his Masters in Public Administration at Columbia University School of International and Public Affairs. Steve first tried his hand at politics, running for Congress in 2004. He lost. But the next year, Steve ran for the Jersey City Council, and the result was different. He served as a councilman for eight years before becoming Mayor. Steve is an avid runner and triathlete. He ran the NYC Marathon in 2012, raising money for the Hudson County Child Abuse Prevention Center. He also competed in the Ironman Championship in NYC that year to raise money for veterans. Steve’s completed his latest – though not last – Ironman triathlon in September 2014. |

About PhilipPhilip F. McGovern is a member of Connell Foley’s Executive and Management Committees and is the Managing Partner of Connell Foley’s Jersey City office where he focuses primarily on real estate and corporate transactions, real estate development, land use, complex commercial financing, and commercial leasing. During the course of his career, he has represented the United Parcel Company in connection with the acquisition and development of its worldwide communications facility in Mahwah, New Jersey and Merrill Lynch & Co., in the restructuring of mixed use residential/commercial developments in Charlestown, Massachusetts; Alexandria, Virginia; and Waco, Texas during the market-depressed 1990s. Mr. McGovern has also represented the Shell Oil Company in the negotiation and disposition of over 350 service stations throughout the tri-state area. He has participated in New Jersey State and other municipal financings totaling more than several billion dollars in value and has negotiated leases on behalf of landlords and tenants for commercial structures in excess of 3,000,000 square feet. Mr. McGovern currently serves as national real estate counsel to Telcordia Technologies and general corporate counsel to numerous mid-cap companies in New York, New Jersey and Pennsylvania. Prior to joining Connell Foley, Mr. McGovern served as a law secretary to Honorable Alfred M. Wolin, Superior Court of New Jersey, during the 1984-1985 term. He is the former Secretary to the Supreme Court of New Jersey District V-C Ethics Committee. Additionally, Mr. McGovern is the Chairman of the Board of Trustees for St. Peter’s Preparatory High School, Jersey City, New Jersey (2013 to present), Chairman of the Township of Nutley Planning Board (1998 to present) and a Trustee to the Hudson County Chamber of Commerce. About Deputy Mayor VigilMarcos D. Vigil recently joined Mayor Steven Fulop’s administration as Deputy Mayor to oversee economic development and real estate, working closely with the Department of Housing, Economic Development and Commerce as well as the Jersey City Redevelopment Agency. He will also collaborate on policies related to government operations. Mr. Vigil served for the past four years as the Deputy Secretary of State for New York in the administration of Governor Andrew Cuomo. During his tenure with New York State, Mr. Vigil headed the Division of Consumer Protection and represented the Secretary of State as Chair of the New York State Real Estate Board, a regulatory body overseeing real estate professionals. At the New York Department of State, Mr. Vigil oversaw six agencies with revenue generation of more than $70 million annually. Those divisions included the Divisions of Corporations and Licensing Services, which licenses and regulates 32 different occupations across New York. Mr. Vigil was also instrumental in streamlining operations that lead to greater efficiencies and reduced operating costs, and will work in Jersey City to continue the mayor’s agenda of streamlining services and creating greater efficiencies. Prior to his appointment by Governor Andrew Cuomo, Mr. Vigil worked as an attorney for several law firms in New York City, representing domestic and international clients in complex civil litigation and advising on employment and business law matters. A graduate of Princeton University, Mr. Vigil received his Juris Doctor from Fordham University School of Law. Mr. Vigil has served as a Board Member of the Puerto Rican Bar Association, and as Deputy General Counsel of the National Hispanic Bar Association. About AbeAbe Naparstek is a Senior Vice President in the Residential Group of Forest City Enterprises. In that capacity he manages potential and ongoing residential opportunities for the company in the Northeast. Abe is the lead developer on a number of complex mixed-use projects, including a ground-up development and an adaptive re-use project utilizing state and federal historic tax credits. Prior to this position, Abe worked in the Commercial Group of Forest City Enterprises. In that role he managed a capital construction project in Pittsburgh, PA, utilizing a state capital grant. Prior to his work at Forest City, Abe was the Assistant County Manager of Allegheny County. In that capacity, he worked on a number of policy initiatives for the County with a primary focus and responsibility in economic development and government relations. About NevinsW. Nevins McCann is a member of the Real Estate and Land Use and Corporate and Business Law practice groups. Mr. McCann has managed the execution of numerous M&A deals of all sizes and has developed substantial expertise negotiating and drafting contracts of all kinds. He represents real estate developers in all phases of the development process, including locating and acquiring sites, entering into development and redevelopment agreements, fully permitting sites, financing, construction, leasing, and sales. Mr. McCann has extensive land use experience and regularly appears before zoning boards throughout New Jersey. He has obtained permits and approvals for over 10,000 residential units, ten million square feet of office space, millions of square feet of retail and industrial space, and several hotels and fractional/timeshare residences. Mr. McCann has also completed the development of a world class golf course. He has worked with various federal, state, and local agencies on a variety of projects, including those impacted by wetlands, meadowlands, CAFRA, waterfront development, and other regulations. He has represented numerous redevelopers of blighted properties and has assisted clients in obtaining tax abatements for such projects. Mr. McCann has assisted numerous developers in registering projects with the New Jersey Division of Community Affairs, as well as with the NJ Real Estate Commission (NJREC). Natalie had an impressive first year with The Marketing directors earning herself the “Rookie of the Year” award in 2007. With determination and fortitude, Natalie has continued to achieve a high level of recognition in her industry, including nominations for Sales Person of the Year at the New Jersey Builder’s Association SAM Awards 2007 & 2008. In late 2008, Natalie was promoted to Manager of Sales at a Luxury condo community featuring over 430 homes along the Gold Coast. Natalie has led her sales team to win the NJ SAM award for the #1 Sales Team 2 years in row, as well as the “Silver” at the Nationals in Las Vegas. About MariaMaria L. Nieves is the President and Chief Executive Officer of the Hudson County Chamber of Commerce. Established in 1888, the Hudson County Chamber of Commerce is one of New Jersey’s oldest regional chambers. The organization serves more than 500 members that do business in the 12 municipalities which comprise Hudson County in Northern New Jersey. Ms. Nieves began her tenure as President on November 1, 2011. During her tenure the Chamber has grown membership by more than twenty percent, increased both the breadth and number of programs, launched a young professionals networking group, and engaged and served members through a new member-centric website and social media platforms. The organization has also continued to develop into an advocate for local business concerns and successfully taken on new initiatives. In 2013, the Chamber launched a first-ever trade mission to India, which was officially certified by the United States Foreign Commercial Services division within the U.S. Department of Commerce. The mission connected a delegation of Hudson County business leaders with more than 150 business and government leaders in four Indian cities (Mumbai, Delhi, Hyderabad and Kolkata) and generated interest from more than 50 Indian firms wanting to learn more about doing business in New Jersey. In 2014, the Chamber successfully secured a Cooperative Marketing Grant from the New Jersey State Division of Travel & Tourism and partnered with Jersey City to activate tourism events welcoming the NFC and AFC Champion Teams to Hudson County. Prior to joining the Chamber, Ms. Nieves was the Director of Public Affairs for Fidelity Investments in New York and New Jersey. In this role, she had responsibility for advancing the company’s public policy and business priorities in the region; establishing and maintaining relationships with local and state opinion leaders; identifying and implementing local sponsorships; and engaging employees as volunteers in the community. Her career with Fidelity began in 2000 when she joined the asset management firm as a senior training analyst for National Financial Services (NFS), Fidelity’s broker dealer. In this role, she focused on the development and delivery of operational training. Following the events of September 11, 2001, Ms. Nieves was instrumental in coordinating space and technology needs for Fidelity’s businesses in Lower Manhattan. As a result she was promoted to project manager in 2002, and played a critical role in ensuring a smooth and timely transition of the business to new space at the World Financial Center in New York City and the Harborside Financial Center in Jersey City, NJ. She consequently served as a Project Director of Business Continuity for NFS and in April 2005, she became Fidelity’s director of Public Affairs in the region. Ms. Nieves began her career as an educator at the Wadleigh Arts Middle School, an alternative, public school located in Harlem in New York City. She was responsible for developing and implementing the school’s social studies curriculum. Ms. Nieves earned her undergraduate degree in history from Columbia College, Columbia University in New York City; a master of arts in education from Teachers College, Columbia University; and a master of business administration from New York University’s Stern School of Business. She is a 2010 graduate of Lead New Jersey and has completed the first three years of certification training provided by the U.S. Chamber of Commerce Institute of Organization Management.
